We need a "cultural shift." That's what state lawmakers are saying about sexual assaults at college.
Assemblywoman Bonnie Lowenthal and Senator Hannah Beth-Jackson are among those calling for a uniform policy for all of the state's schools -- where they say sex crimes go unreported because of victim stigmatization and added pressure.
She says 90 percent of women know the person who sexually assaults or rapes them. They might regularly face their attackers in class, in dorms, or at campus events.
Their new bill would ensure confidentiality for victims, create campus awareness campaigns, and establish a consent standard for all investigations, no matter the location or circumstances.
