Court Ruling Puts the High-Speed Rail Back on Track

It's a big win for Governor Jerry Brown. A court ruling looks to have put the high-speed rail project back on track.

An appeal's panel has overturned two decisions from a Sacramento judge, giving the green light to resume $10 billion worth of bond sales.

That's a fraction of the total price tag opponents had argued all funding needed to be outlined, so as not to break a promise to voters.

"Don't worry, you won't get a half-constructed piece of junk, and that's exactly where we seem to be headed," Attorney Stuart Flashman said. 

Flashman says his clients are considering another appeal.

Governor Brown's latest budget guarantees some rail funding through cap-and-trade revenue, but there remains skepticism among some Republicans that the project can be finished.

Federal budget allocations are far from guaranteed.
