Can $9 Billion Solve CA's Drought?

Can nine billion dollars help solve California’s drought? Two GOP senators think so. Anthony Canella and Andy Vidak - both of the central valley - are out with a proposal for a new water bond - a pared down version of a 2009 plan that never made it to voters:

Conveyance, cleaner water for outlying areas, and the creation of more water storage...

Vidak says reservoir construction makes up the bulk of the plan, with three billion dollars. Democrats in the senate and assembly are working on their own bond measures. There was worry the 2009 measure was filled with too many pet projects.
