Another positive result of the budget surplus is a raise for a majority of the state's 215-thousand employee workforce on July 1st.
The increase is part of negotiated agreements between several labor unions that will provide phased-in raises of up to 4.5 percent over the next two years.
The agreements were conditional on Finance Director Michael Cohen determining the ability of the state to meet its basic obligations while providing the increase. Cohen agreed.
The added expenditure in fiscal year 2014-2015 will add 184 million dollars to the state's payroll cost.
